Background

The government brought to an end the EMA scheme with effect from September 2011. This has been replaced with the 16-19 Bursary. The Governors are required to draw up a policy outlining a fair and transparent process for the distribution of this bursary to students. This policy must conform to national guidelines, although there is some room for local interpretation.

For the Academic Year 2015/16 the school has been allocated is £40,423. The School has the right to retain 5% of this for administration costs.

16-19 Bursary

The 16-19 Bursary is for Year 12 and Year 13 students.

It is likely that the majority of funds will be allocated to pupil premium students.

The 16-19 Bursary has three elements:

  1. The following groups will be eligible to receive a bursary of up to £1,200 per year.
    a)      Looked After (In Care) or recently left care.
    b)      Young People in receipt of Income Support (Universal Credit) in their own name.
    c)       Disabled Young People in Receipt of both Employment Support Allowance and Disability Living Allowance.  
  2. Students who have registered for Free School Meals and pupil premium students will receive a guaranteed bursary.  (The final amount of bursary can only be determined once the number of eligible pupils is known).
  3. There will be a discretionary fund which will be targeted at young people facing financial barriers to participation, such as the costs of transport, meals, books and equipment. This fund will be allocated through a committee which will comprise the Head teacher, the  Head of Sixth Form and a Governor (from the Resources committee).  It is open to Year 12 and 13 students who do not receive grants under Category one and two above.  

All students allocated a bursary must have their own bank account as payments will be made by BACS payment system.  All discretionary payments will be made on receipt of purchase evidence dependent upon when a student moves into a certain category and registers this with the school. Students must be aged under 19 on 31st August in the academic year in which they start their programme of study.

Students who do not fall into Category 1 or 2 will need to complete an application form to apply for this funding.  The application form will be available from the Sixth Form Office from September 2015 and on the school website.  (Following approval from the Governing Body.)

The Committee will meet three times a year to consider applications:

  • End of October
  • End of February
  • End of April

Payments will be linked to standards set by the school. These will include attendance (90%), behaviour and progress (this will be linked to students achieving their potential grades in school grade collections).  If these standards are not met, the school will have the right to withhold payments.

The Bursary should be used to help pay for costs related to participation e.g. Meals whilst attending school, transport costs, books, school visits, uniform and any other course related costs.

A percentage of the fund will be held in reserve as a contingency for any students who arrive during the year or for students whose circumstances change during the year.  Students should indicate on the Application Form amount of bursary applying for and for what purpose. Receipts will be required for goods purchased. If money is for School visits, re-sits, etc., the bursary will be paid directly into the relevant school accounts.

There will be a clear and transparent accounting system which will be maintained by the Bursar. The operation of this Fund will be reported to the governors on a termly basis.

If there are any complaints about the way in which the system is operating these should be addressed in writing to the Chair of Governors.

Conclusion

The aim is to support Post 16 learners who have barriers to learning. The Governing body will monitor the operation of the scheme and its outcomes. It is not clear what resources will be allocated to the school for the following year 2016/2017.
